I really couldn't make anything out in that picture. It is really grainy.
But I could sense something about it. Nothing specific other than an indication that something is there.

I would like to see a clearer picture to compare this one. I do see the soldier but there also seems to be shrubs placed evenly apart on the side of the building and the soldier could be an optical illustion on first schrub. I think a check into the history of the area - further information could help back-up the photo.
