I'll try and answer from what I've read and experienced. (This may be a long post, but I'll try and keep it to a minimum.) For starters, according to Sylvia Browne, "spirits" are those who have died and have gone "home." They come back for visitations. "Ghosts," are those who have died and for some reason, have not moved on. I highly recommend her book, "Visits From the Afterlife," where she answers these questions and it really makes a lot of sense. She states that the spirit world is located on a plane about 3 feet above the plane we function on. That's why spirits seem to be floating when we see them.
1. Ghosts turn away from the "tunnel of light," for whatever reason (loyalty to property, waiting for a lost loved one, revenge, etc...) They reject the "healing white light" and do not transcend to the Other Side. Their spirits are left neither "here nor there." They are trapped in their own dimension, earthbound. Because they haven't transcended and been healed, they are more visible than spirits, they still have the physical and emotional characteristics of their living body, (you will never see a scarred or unhappy "spirit.") Ghosts appear to function on "ground level," they feel lonely, confused, angry, sad, etc... By not transcending, they deprive themselves of the ability to bi-locate, and are usually attached to the area they frequent, and do not wander too far away from it. They live in a time warp of their own disturbed creation.
2. Ghosts use "energy" to move things and make noise. Some of their "noises," in my opinion, may come from a manifestation of their emotional pain or anger.
3. Spirits have the ability to comfort, and usually appear in a form that we will recognize, because they are eager to help and comfort and want us to know who they are. Ghosts, couldn't care less if we recognize them or not. They are among us out of desperation and confusion, having nothing to do with comforting us.
4. Sylvia Browne states that from the ghost's point of view, we are intruders in their world, not the other way around. Sometimes when they realize we are seeing, or hearing, or acknowleding them they can be appreciative, even playful, especially with children. Overall though, like most unhappy, disoriented human beings, ghosts can be unpredictable and depressing.
5. Because they are not in a physical body, I don't think they could feel you touching them, other than maybe from the energy or electromagnetic field that we have. That's what we are feeling when they "touch" us.
